So, basically the extremely indecisive are waiting on the mildly indecisive to make the first move.
Then when a certain threshold is reached, then and only then, does the extremely indecisive see safety in numbers and follow the crowd.
As an organiser this is infuriating as progress happens at a glacial pace.
As an indecisive dependent person this tactic works well as you get to do whatever everyone else does.
As an objective observer it screams of interdependence and risk aversion.
