Tribe rules

When everyone is calming standing in line no one wants to be disruptor of the peace and jump the queue. The tribe would ostrasize them in an instant.

But when everyone swarms, taking greedily, and it looks like you’re in danger of not getting any then it’s hard not to get caught up in the savageness and return to your cave man roots.

The scale is easily tipped and if the tribe doesn’t reprimand the rule breakers then it’s survival of the fittest and civilisation goes out the window.
