Forever unfinished

This project has bounced around since the dawn of time.

Every time it gets close to being completed some red tape crops up to prevent it’s resolution.

What it needs is either someone who cares enough to persist to the bitter end or someone in authority to blow away all the red tape and clear the path to the finish line.
