Finishing a failure proves to yourself how serious you are about shipping.
Therefore knowing this piece is going to be published in a few hours regardless of the quality creates an urgency to produce something good.
The other mindset of only setting a deadline when it’s good enough opens the door to endless iterations and never actually finishing the project because there is always something that could be added to improve it. It’s also based on the assumption that time is infinite.
