What this project needs is someone to care. Someone who wants to gain forward motion and see this through to the end.
Without someone who cares the project will stall at every minor obstacle and shuffle along to the finish line (most likely late).
People will care if they are personally invested in the project, if they are enrolled and want to see it completed.
So to sum up, find someone who cares to run the project and if you can’t find someone who cares, you can always assign responsibility but you won’t get the same level of involvement.
