In the working world you can get into trouble for a lot of things. But the trouble you get into for showing initiative and taking action is a lot lighter then the trouble you get into for doing nothing because you were awaiting instruction.
I think this happens because of the intent behind it.
Initiative requires trying something you don’t know will work. Which is a lot more admirable than simply waiting for someone else to come along take responsibility.
