In a group with no assigned hierarchy the members will look to those who are willing to take responsibility to lead them.
These leaders may not be the wisest or the most competent in the group but that doesn’t matter. The fact that they are stepping up, attempting to solve the group’s problems and pointing the direction makes them worthy to follow in the eyes of their peers.
